Summary of the Paper Migration Policy: When the emergency rule becomes the rule.

This summary focuses on the aspect of the consequences caused by the exploitation of the ENA emergency rule by the migrants in getting access to legal status.

            Following the conflict that errupted in North-Africa in 2011, Italy has been relaxing ist immigration policy for refugees seeking safety, as part of humanitarian effort.  Through ENA, migrants from the region would be automatically granted a residence permit and it did not stop there, the list of countries which their citizen fled from, expanded to include other African Countries.

            The first and the most obvious consequence was an increase of successful application for residence permit for migrants benefiting from the emergency rule, as proven by the statistic in the paper.

The second consequence would be a continously prolonged duration of the emergency, given the circumstances in North Africa that was still unstable. The following consequence was the legal status for migrants from sub-sahara that was not unclear up until 2012, in comparison to the migrants from north africa and horn of africa.

            The third consequence was exploitation of this temporary policy by nonentitled migrants who were trying to take advantage of the emergency situation, resulting a congestion in the administration.

            The last consequence impacted the migrants seeking legal status through regular procedures (non-emergency). The migrants that were not benefiting from the ENA might have suffered a sort of displacement on account of the enactment of the emergency rules.
